When we hang up a 7208 phone, need to press RLS to disconnect line. Is there a program to have line disconnect w/out pressing release. Other phones are able to do this.

Sounds like the phones hook switch is broken.

Usually the first sign if the phone is primed to something is it wont grab that something when the handset is lifted, you have to pull the grey hook switch upwards for it to do so.

Have you checked that the handset is not plugged into the headset port? Although probably not the issue, I have had strange issues appear when that happens.
