I'm trying to get Element Manager installed on my new Windows 10 x64 laptop. I had it on my old Win 10 computer.

I can connect to the BCM 450 ok, but don't get the Application Launcher in order to download EM. I think it has something to do with Java. I've uninstalled the current java and installed an old version that I knew worked with EM, but still no luck getting the App Launcher.

What version of Java did you try?
I found three different notes about that on my computer.
One says to use 6.17 and one says to use 6.23 and one says 1.6
The other issue maybe Windows 10.
Have you tried right click on install file before you run it - select properties.
Look at compatibility and select an older platform.

I don't know what will fix yours - just giving you something to try.
