So wierd one here.
7200 running 4.8
The system administrator managed to manually shut down the voicemail card. ( I hadn't even known you could do that from the admin menu) The next day I was on site and reset the card in the pre-install screen and it had a hell of a time booting up. The alarm history showed about a 3 second cycle that went for about 3 minutes, then it settled out into what looked like were full boots but then rebooting in approximately 5 minute intervals. Now I was trying to see if I could time a back up with when the system was up. Had no luck with all three subscriber, prompts and app data all ticked, but eventually manged to get the app data and the prompts backed up separately. Trying to back up the subscriber data seemed to cause the card to reboot.
Anybody seen this kind of behavior?

Have you actually rebooted the entire system? With the new 20i it seems to work best if you reboot the entire system. That way it all comes up together. Also did you do a reboot from just pressing the reset button?

First I just rebooted in the DM but then did do an entire cold reboot. No change.
