sx-200 icp with some digital phones and some ip phones. If I want to swap a digital extension for an ip extension, can I just renumber the IP phone directly in form 9, after deleting the digital extension?

Yes, once the digital station in question is deleted you should be able to just renumber a free ip station or create a new one if you have enough licenses.
