It indicates things like missed sync to voice mail, power failure, a glitch in the system, or seeing if you're paying attention :-)
I think in 12 years the red light has only been out when I log into the system about once a year or the power fails.

Every single one I've encountered has the alarm light on, and it is almost always due to a power outage at some point. If I'm already connected and programming, I'll clear it, but I never go out of my way for it.
