Does anybody know how to register a handset to a base the manual says you have to send it to Inter-tel for that

I'm not seeing where you are reading this in the manual. INT 1400 User Guide page 20 mentions how to change channels when the display remains on: ACQUIRING LINK

I would haphazard to guess that since Inter-Tel was bought out by Mitel over 10 years ago and the set is probably 15 years old and that Mitel only works with Authorized Partners.
Or if it is a Mitel 3000 perhaps there is a dealer in your area that can send it to Mitel.
You can try searching "Mitel 3000 INT1400 Cordless Phone Inter-Tel 618.4015"
