CTX-100 with IES-32 VM -- Phone system does not use access code for outside line - just press the Line button. If they dial 911 you can here the tones being dialed. The ext. you dial from then locks up and you have to unplug it for about 20 sec. before you can use it again. What is the best way to program this right? Thanks, LYLE

The 911 follows program 550 for 911 routing regardless of which line the user used
Since you said that the user selects the lines without using a code, I would guess that you are using analog lines. The most common issue with analog lines is having more lines programmed then are actually connected/working.
As a test, I would dial 9 then a phone number to see which line picks up and if the call goes through. The 911 may be trying to use a dead line. If you can't tell which line was picked up when you dialed 9, put the call on hold and look at the display.
By design the extension will lock up so that the user does not try to hangup.
You should delete any unused analog trunks from the system. Option B would be to turn off e911 in the PBX.

Or set the OLG for the unused PSTN trunks to 0 under Trunk Assignments
