on the intertel system, is there anyother way of exchanging extensions besides rewiring at the board?

I think ext swap was available then. Go to an admin phone with 6 line display go to admin features and select Db program select Database choose ext swap and put in the 2 exts you want to swap

could it be done with the session manager?
also i have an ip card, can i assign extensions to ip phones in the building? I have 2.

You can change extensions in Session Manager, but it can get tricky.

First, you need to delete the mailboxes. Change the first extension to some bogus number. Then change the second extension to the first extension's original number. Now change the first extension from the bogus number to the second extension's original number. Now create new mailboxes and check the forwarding. Clear as mud, right.

It gets better. You'll need to check the Associated Extensions, and make sure your outbound access, attendant station, etc. are correct. If you have DIDs, change the Call Routing Tables. If those stations were in a hunt group, you'll need to update them. If either station was an attendant or admin station, you'll need to update programming as necessary. If anyone had a DSS keys assigned for one of these stations, the keymap will need to be updated.

I've done hundreds of swaps like these remotely. But if you're on site, it's a lot quicker to swap the cross-connects.
