I'm not familiar with the dialing rules on the Toshiba and am having difficulties allowing 10 digit dialing with the local area code. You will need to setup LCR so when they dial the local 7 digit number you can send it into a different Route Plan/Route Definition/Modification Table to insert the extra leading digits to the dialed number.
