Using Inter-Tel Axxess and have not encountered this problem before. Two new phones I added today are getting the error message "ARS is Unavailable" when making an outside call. Does anyone know any possible solutions to this problem?

Check in their Associated Extensions and see what they are using for Outgoing Extension (e.g. - what trunk group.) I would make that the same as a known good extension.
You can also check what the outgoing button is programmed for by using feature code 396 and hitting the button or by checking in programming. I would make sure this is the same as a known good extension as well.

I grab a copy of one of the IP phone that it's working and paste it on the one that is not, and that didn't work. Any other ideas. When the user press the outgoing button they get the dial tone, but when the user type the number that's when they get ARS is Unavailable.

Trace the ARS routing and make sure you have outbound access on the trunk group(s) being used:
System / Numbering Plan / Facility Groups - identify the trunk group(s) in each facility group. System / Devices and Feature Codes / CO Trunk Groups – check Outgoing Access and make sure your station is included.
