Depends on what version of things you have, and how you want to use the IPRC (ie. trunking or devices. Later versions let you do both combined, but earlier ones were one or the other).
I'm assuming you are doing IP devices here..

First off, you'll probably need to flash the IPRC to some compatible version of code with the main KSU, be it whatever version of Axxess you have. I'm going to assume something fairly modern, like 8.x and up, which integrates things together alot more than something back in the 5.x days.

Then go into your System->Cabinet and choose the IPRC card for the slot it is in.

In the IPRC slot->Voice Resources, make sure however many DSPs you have on the board are enabled for Voice Over IP Vocoder. I think its 8 DSP on each chip, so if 2 of the 4 DSP chips are there, you have a 16 DSP board.

In IPRC slot->Devices, turn each channel into an IP Phone for
how many devices you want to support on here. Limited by your DSP count. Once they are IP Phone's, then you can assign them extensions in your number plan for what range you want these.

Go into your IP Connection settings to set the local LAN IP of the IPRC card on the LAN and all its appropriate settings. It needs its local ethernet connected onto the LAN to talk.

Then to setup an extension..
Backup into devices, and enter the IP Settings area.
For Network Config, the most important thing here is to match up the MAC address of the IP Device with the one you are setting up. The other parameters aren't so important, you can do things like force the phone to use certain settings when connecting, but I don't like to.

Setup the rest of the extension device much the same as any other device, making sure to setup ARS if you use it, your system forwarding, keymaps, etc. etc.

On the IP Phone device, typically you'll hold down 7 & 8 on powerup to get into the area where you can program in the IP address (DHCP or static), and the IP address of the IPRC card to connect to.

Its alot of setup to get going, but not too far outside Inter-tel's normal routine for adding new devices.
