Our receptionist parks calls (Annouced Transfer + Hold) on employees phones if they are on the phone. The problem we are having is that when the employee hangs up the current call they don't notice the flashing light on their phone and miss the call. The phone system does NOT notify them with any sounds once they hang up the current call. Can this be changed?

The system will not sense when the active call is terminated. You could adjust the Hold and Recall timers.
Shorten the Hold timer, or assign the Hold-Alternate timer. Increase the Recall timer, or if you’re feeling brave, remove the recall destination.
Go to System / Timers and Limits and press F1 for more info.

Shorten the Camp-On timer to, say, 2 or 3 seconds. Then tell the reception person to wait just a tad longer [on transfers] before transferring to hold (hitting the hold button). This way the end user will get a camp-on notification (beep alert). This usually makes the average person bother to look down to see that their other call key or line is lit showing that a call is waiting for them.
