I have an AT&T partner system. I have call waiting on the CO line. I need to pass a flash hook from an analog phone to the CO line in order to answer the 2nd call.
An thoughts on how to send the flash hook to the co line?

You could try to raise the CO disconnect timer in the Partner, and/or use a 2500 set with a timed flash key.
Some Panasonics, Cortelcos and AT&T sets have programmable flash timers in the sets. The flash should be ~500ms and the CO disconnect timer should be ~700-950ms.
If you're quick enough with a finger, you may get good results without the timed flash if you raise the disconnect timer enough. Watch for calls "hanging open" after hangup if it's set too high.

On an analog S/L extension, first flash to put the current call on hold and get a stutter intercom dial tone.
Next dial #03 to flash to the CO Line. (# on Intercom is equivelant to Feature)
Repeat to return to the Original call.
