Does your customer have an alarm and is it connected to one of the lines one of the lines being used by the system?
Alarms have build in modems for the alarm company to do remote changes such as turn the alarm off during a false alarm. If its connected to one the line going into the phone system it may be answering the calls

find your voice mail ports and call them individualy to see if you get a fax tone, also call each pots line to see if maybe your main number is rolling over to a fax line.
