Can anyone tell me what the codes in the error log mean?

message Pool busy &/OR OOS Code:4C03 & 4C02

customer has a hunt group but claims calls are going to the groups vm bucket even when stations in the group are logged in and available.

any ideas? thanks

4C02, Pool Busy, system needed a trunk, trunks are present, none are idle.

4C03, Pool Busy&/or OOS, system needed a trunk, some are idle, however maybe Out Of Service.
