I installed an 800 DID with 5 rolling trunks. Connected them, set the DID block, type, expected digits, interval, etc. It works when I dial an extension, but not all the time. When it doesn't, it is the fast busy signal. It connects to the channel bank (my cell phone says "connected" also) but never rings, then goes busy. It has worked on all 5 trunks, but also not worked on all 5 trunks. Any ideas on why the inconsistency?

Most likely one of the trunks is bad or polarity reversed. Plug one in at a time and make a call into the system. Make sure you can receive calls from each one.

I have been able to receive from each one. It is an intermitent problem. Anybody else hear of this problem?

What type of alarms do you have on the system? This might point you in the right direction for repair.

What do you mean 'alarms'? Is there a setting I should check? What alarms would possibly cause an issue?

Also, is there a preferred Disconnect Time setting? I have it for 500 millisecs now.

Are the DIDs arriving on copper pairs or on a channel bank. Maybe its a facilities problem. The CO switch is looking either for an off hook (immediate start) or for battery reversal (wink start) from the 800 unit. Can you complete calls at the DID block with a butt set by dialing the extension number? They used to make a fairly inexpensive DID trunk tester called DigiSmart that simulated the customers switch and worked great. Looks like the main problem is determining if the trouble is on all five trunks or just one or two. Good luck.

The trunks are from a channel bank. They are set for wink start, which is what ATT said they were supposed to be. I will try calling from my butt set. What about the disconnect interval?

I am not sure what the disconnect interval is, this should be available from the local exchange carrier based on the type of switch 5ESS, DMS100 or whatever they use. Make sure you get a wink of the proper duration at the DID block. Use an analog voltmeter on each trunk as you go offhook with the butt set and make sure you see battery reversal (wink), if all this is good I would suspect an option setting in the channel bank at one or both ends.
