If its one particular line check to see if you have a security system that may be causing the fax tone. Maybe its the modem in the alarm that is the culprit. Seen this before! Or make sure no one has plugged in a modem somewhere that is set to answer.

Is is possible that the extensions are accidently programmed into hunt group 7 (the voice mail hunt group)? If so, when they pick up a ringing call, they will hear touch-tones before speaking. That may be what they are calling "FAX tones". This would happen on Intercom calls as well as outside calls.
