I am trying to prevent a standard two wire phone ( ext 17) attached to a Partner ACS Rel 7 with messaging from dialing long distance except for toll free numbers.
I am using the PC Admin software.
I backed up the ACS system data to internal memory, transferred it to the attached PC and made the following mods to the translation.
I entered 1!!!!!!!!!! into disallowed list 1 and 18!!!!!!!!!! into allowed list 1.
I attached both lists to extension 17
I saved the translation to the PC, transferred the translation to the ACS internal memory and restored it to the system.
The ACS system allowed me to dial long distance i.e., it was if I had not entered the restrictions.
To check whether the data had been loaded into the ACS I backed the ACS up to internal memory and retrieved the translation to the PC. The lists were correct and they were attached to extension 17.
Can anyone tell me what I am missing?

I may be wrong, but disallowed and allowed lists on a standard phone will not work. I needs to be a system phone. You can restrict a single line ex. for line access only or local calls.

No, you can restrict ANY extension, including single line phones.
Make disallow list number 1, entry 01, be !
Just !
Assign it to the extension, and once they have dial-tone, anything they dial will be waved-off.
Now make allow list 1, entry 01 be 1800. Entry 02 is 1888, 03 is 1877, etc.
Assign this to the extension as well, and now when they start dialing, the system starts looking at the digits. If the first digit is anything other than a 1, they get wave off. 2nd digit anything other that 8, wave off. And so on.
Anything in the Emergency list (please make sure 911 is in there) will be automatically allowed, even if it doesn't match the allow list.

I normally use procedure 401 to toll restrict (option 3), then the allowed list as TT Tommy says, entering the 4 toll free #'s and assigning to the ext. Normally use disallowed lists for specific #'s.

The allowed list always overrides the disallowed list. I set up an ACS system using single line telephones for a motel enviroment. The allowed and disallowed lists work fine. The only thing I see different in your allowed list is that you are allowing 1+8!!!!!!!!!!, this would allow you to dial any long distance number with the area code beginning with 8. Make your allowed list at least 4 digits i.e. 1800,1888,1866,1877 this will allow toll free calls but block area codes that begin with 8. You also need to apply the restrictions to the extensions if you have not done that already.

I would like to thank everyone for the helpful replies. I think that I have it solved now, or at least to the extent that I am able with the Partner system.
I guess I don't avoid toll calls by disallowing a first digit of "1" or "0" if I want to allow local calls. Here in the 609 area code the most expensive toll calls seem to be the ones that you dial using seven digits. I can't use the allowed list to limit calls to the local area exchanges because there are 135 of them in my local calling area. If there is any other way I would be glad to hear about it. Are there any "blocks" where all the prefixes are local? That is, here everything from 541 through 549 is local, so you only need to put "54" in the allow list. That saves 9 entries right there.
Even if a block has 1 or 2 prefixes that are not local, include the whole block by putting in only the first 2 digits, and you can usually slip by.
Remember, you have 8 lists of 10 entries each, for a total of 80 allowed prefixes. The emerengcy list has 10 entries also, although 911 should be in there, and anything in the emergency list can be dialed by a phone that is totally restricted. Put the toll free stuff in there, and the local prefixes in the allow lists if you have to.
