I have an Avaya Partner 6.0 system. Is it possible to program speed dial button for "busy redial". Meaning that if the number I am calling is busy the system will hang up and redial till it the line is available......

No, but if you can find a single line phone with that feature built into it, you can plug it into the AUX port of the Partner phone.
