The dialers were obviously the problem, but they were installed improperly, since if they had been wired using the correct RJ31X jacks, you would have been able to unplug the dialers with no further intervention. They were apparently wired with 8 position, 8 conductor jacks, not "RJ45's" which is a very popular misnomer. (RJ45 is a 1970's-80's jack for a modem, but I am not going to start that subject up again. Just take my word for it).
I am glad you got it straight. It is really appreciated when people who resolved their issues let us know the outcome. Most don't, so we never really know if we helped or not. So, on that note, thanks for helping us by letting us know we helped.

Most RJ-31X's that the LD Dialer companies used were pretty poor. Most of the shorting bars wouldn't make contact when you removed the plug, especially after the number of years that these seem to have been in place.
Also, most of them were programmed to cut through by dialing "1-1-1", so if you are ever in doubt if there is a dialer on the line, try going off hook, dialing 111, and see if you get a new dialtone that doesn't restrict you.
