I have another customer on a different Definity system with 6416D+ phones. In their menus they don't have the option of Cfwrd to forward all of their calls. Do I change this option in the COS in the Definity or somewhere else to enable this?

You can add a call forward button to either the soft or hard keys. 'call-fwd'. This will work for forwading calls from one extension to another. But it sounds like you want to forward calls off net. If so you need to assign that staiton a COS with restrict call forward off net = NO and call forwarding busy DA = YES. Then you can FAC 9 1 area code phone number.
