i've recently been doing some programming on a Merlin Legend and the manager wanted to change each phone from having no buttons programmed for lines and using 9 to dial out to having each phone programmed to have a button for each line. after i did the programming i had people report to me that they went to pickup a line (ex. line 1) someone was already using that line within the phone system. how could this happen?

you can only use one line at a time,before you where using a pool and you would get any open line.everybody is picking line 1.
so it is busy.

If I understand your question correctly you are wanting to switch the system from Hybrid mode to key mode?

Just assign PRIVACY to each phone, so when it is in use, another user cannot barge in. Either add a dedicated Privacy button, and tell them to keep it lit, or at each phone press Feature and dial 32. The display will say Privacy On, and you're good to go.
