If you type the command list config you see the status of ports. At the top of the page you get:
Assigned Ports u=unassigned t=tti p=psa
I know what u and t are about. What is psa?

Personal Station Association is a system feature that allows users to login and out of phones. Much like hot-desking. This allows you to move your extension with features and restrictions with you to any system phone. Each phone user dials a feature access code and a security code.

You're all wrong! PSA is Prostate Specific Antigens. If the number is 1.0 or more, better see a urologist! It's an indication of possible prostate cancer. Maybe that explains the problem with the system. John C. ARE WE HAVING FUN YET ?
