I don't understand why anyone would not sell a programming phone with a partner. Whenever I sell a system, regardless of what kind, it has at least one phone capable of programming.

I agree with z-man , but I have seen all non display phones on existing systems also .
I assume its done to be the lowest bid and get the sale ,
I carry a 12d in the truck for when I need to program . also comes in handy if the only display is the attendant , I can go to the phone room and grab ext 11 to program

My experience is they will start out with an 18D at extension 10 and/or 11 but customers tend to move phones around. Sometimes that phone will be damaged and they replace it themselves with something "less expensive" or with something they found. Lots of reasons for this, not necessarily one not being installed in the first place.

-Hal *nod* I see that happen at some customers where the users tend to be a bit rough on the phones; it's not unusual for the people ordering a new phone to just order a 6 button or non-display as a replacement, not realizing that the original unit was needed for programming. Sometimes the broken one is still usable, and is around, stuck in a box in the closet, or stuffed in a file cabinet drawer. It's an opportunity to do some user education - and sometimes a new phone sale.
