My customer has a Merlin legend R7 w/ Merlin Messaging R1.0. Customer requested disables the voice mail and ring all exit’s when phone call in, do you how can I do the program

Assuming you mean to disable the Auto Attendant from answering calls, but still be able to transfer callers to mailboxes, make sure the lines are NOT assigned to the Voice Mail calling group, and reassign them to an unused calling group instas.Then put a pool button with immediate ring on all the extensions to that they can know that a call is coming in.
