Analog phones on a communication manager can be funny sometimes. I suggest that you set test = NO on page 1 of the station form and your 513 errors will go away. If you see a 513 on a digital port, then yes the phone is disconnected.

Just as an FYI, you should always state what PBX you are working on and the software version.
