Does the Merlin Legend have a link feature. I want to be able to transfer an outside call to another caller and then drop out of the conversation and have the other 2 callers continue the conversation? I know the norstar system have a link feature.

I may be misunderstanding the question, but to me it sounds like transfer, conference, then hang up.

You can do trunk-to-trunk transfers, if you have loop start lines with reliable disconnect or a T1, but you will tie up two trunks for the duration of the call. Volume levels on loop start trunks will be affected.
If you have "Centrex" type lines, with "Call Transfer with Disconnect" feature from the telco, simply add a "Recall" (Flash) button to the sets.

You must have ground start trunks if you are using copper lines. If you are using a T1 you need to have your provider set it up to emulate ground start.
I did this just recently and if the Legend is not programmed for ground start format it will not allow trunk to trunk transfer.
