I recently built a page group on a Definity pbx. When one or more of the ext.'s are on a call, those sets do not get the page. Is there a setting somewhere to turn on disturb on busy?

group page works when a phone is idle. When you are off hook, SAC, DND, etc. you will not receive a group page.
