I just found a vendor offering a Magix CKE5 processor with the “Latest Hardware and Firmware Revision - CKE5 processor includes the latest revision of firmware (R4.7) that addresses the new daylight savings changeâ€Â
Til now I thought the only way to address the daylight savings time change was through programming per Avaya PSN001199u. Is there really a newer firmware version available that addresses this? If so, where can it be obtained and can it be downloaded to an earlier CKE5? How does this work?

You're probably looking at Metroline's site.
As far as I know, there is a Magix R4V7, but not an R4.7 (and I have the "orange" card needed to bring your firmware up to snuff...just PM me).
Regardless, you are correct. The DST issue is handled programmatically, not by some newly modified table built into the firmware. And I'm pretty sure that the ability to customize a DST table goes much further back than R4.

Magix Release 1.5 added the ability to customize the ADST parameters.
Yes, I had a client cold contacted by an Avaya business partner who churns leases coming due through Avaya Finanicing. BP claimed they could install a "chip" to address the issue.
Funny thing is, when the new dates came due, I spent an afternoon remoting into all our customers that could accept the new settings, including this guy. He never realized that his Magix was already following the new rules, a year later!

All of my Magix clients have that fix now. Just one more headache I don't need twice a year.
And I try to remember to plug it into each and every Magix I touch for anyone.
