Does anyone know how to block all 900 calls on a Avaya partner system. Also would it be better to do it in programming or just have ATT set it up on each(6) centrix line?

Check out page 116/466 and following for how to add entries to Disallow tables. After the tables are built, assign the table(s) to the extensions.

Have AT&T block it on the centrex lines.

If using the Partner programming, you will be making codes to restrict a 19+wildcard..... so when you go offhook and press 9 for the Centrex line, it will ignore your restriction.

Seems to me I did this before....i am thinking I removed the emergency dialing and added some other restrictions putting teh 911 into an exception group...But i am having a hard time remembering.

If you can't get the restriction to work (see Mongo's reply), have at&t block the calls.

Just make restriction table No. 1 look like this:

1 - 1900
2 - 91900

Assign it to the telephones, and you should be good to go. You don't need to make 19+ wildcards, as soon as you go off hook, and dial one of these patterns, you will get wave off.
