Are these main stream providers (Verizon, ATT)... because, I have clients that within 3 to 4 blocks of a ATT formerly PacBell CO and never had this problem...but then again..I got rid of all classic,1030/3070 and merlin 2 switches years ago.go figure

i beleive it is verizon in that area, but possible at&t. i called them for feedback on what the tel co said. as expected they said our lines are fine. they also told me they bypassed the ups and it has been working good sense then. i told them keep an eye on it, that loop current could still need adjusting. i didnt even think to check to see if any of the phones were the membrane type. i dont think so but next time i will and recomend changing them. actually i hope to replace the whole system later this year- they plan to move. thanks for all the help on this one. dave

Hal said it and I will say it again.
A mylar membrane is shot and in more than just one of these sets. This is my favorite.
I bet it happens when all four lines are in use and someone presses the hold button on the suspected bad sets.
This is what I would do for starters. Go back and busy out all lines at each set individually and then see if you can take them off hold. Did you try this?
