i would like the system to route callers to a prerecorded message and then dump the call based on their phone number.
another words i want them to get the "this number no longer in service message" like the phone company uses as a way to discourage people i don't want to here from while allowing calls i do want to here from.
i assume that i still need and id module for this to work?
i tried a software implementation of this on a windows machine but it kept crashing.
also is there a installation manual for this system?
i have a feature manual, voice mail manual, programming manual and admin manual.
nothing that actually covers installing the system and voice mail and how to wire them up.

The Legend does not have a feature that will allow you to route calls based on the originating telephone number when using standard telephone lines. For that, you will need to check with your dial tone provider and see if they offer such a service.
Check Avaya's website for additional manuals. If an Installation guide is not listed under the Merlin Legend, look for one listed under the Merlin Magix. The systems, while different, do share many similarities.

I think you have received good advice so far but anything further is beyond the scope of this public forum. We do not advise on installer level procedures. Please feel free to contact a moderator with Legend experience for off board assistance, there may be a charge for the support.
Be advised that the Legend/Magix is a difficult system, not one that can be installed and programmed without training and considerable experiance, despite that you may have acquired the manuals. You are way off base to think someone who is merely "into ham radio and or computers" will be able to help you.
The question I have is how many lines and how many phones are we talking about here? You indicate that you will be using this system for a residence. To say that a Legend is an overkill is an understatement. Further, you will be spending more for tech support (due to the impossibility of you of getting the system do what you want) as well as the upgrades than you would pay for a system like a Partner that is more suited for what you want.
I would strongly suggest that you reconsider your aquisition and sell it, then use the proceeds to purchase something more suitable.
