Make sure you have output on the PagePac.

Paging on the 2448 goes into a Line port. which seems the way you have it hooked up since you are dialing intercom 8-20.

So that being said... Make sure that the pagepac is set up for Line port, not extension port use. Also the pagepac may be multizone and require you to dial a zone to get the page out.

Let us know that pagepac you are using so we can shed more light on your problem

Lastly, as Ken said, see if you are getting a page out of the pagepack to rule out a bad or mis-wired amp.

PagePacs were notorious for going bad.

Some pagepacs require a contact closure to go from background music mode to page mode. It's been so long that I've worked on a 2448 that I don't remember if the line ports on a 2448 provide the contact closure or if you need some type of adapter.
Are you connecting to the port with a 2 or 4 pin cord?

Since this model of Spirit uses a CO Line Port for paging, the page-pac needs to be set to Loop Start. It's like having a UPAM built in. For other models of amplifiers, without that option (just 600-ohm input), an actual UPAM or other trunk-level paging interface is needed
