The system was in default when I programmed it. I found that all extensions by default are set to ring immediately and was not aware of the internal modem on ext. 76, but have since turned all lines off on ext 76 by #301. Still about every other call gets modem tones between the first and second ring. I have a voice mail PC card in slot 2 set for 8 mailboxes. There is no other PC card on the system.
Any ideas how to stop the internal modem answering the ringing lines?

It's not the internal modem. Common offenders are alarm systems, fax machines and computers either on the CO lines or an extension.

This happens on all lines. There are only phones attached to the system. They only want ext 10 to ring and be transferred. I checked all extensions tonight and all had lines set to not ring. I even turned the ringer off on ext 10 and it still happened. I know that I only tested line one tonight and not sure what line the alarm system is connected to. The fire alarm is outside of the system.

Pull all the extensions at the system and pull all the CO's. Now call a CO and let it ring for awhile. If nothing picks up plug it back into the system with no extensions. Call it again and see what happens.
Check to see that you have ONLY x78 and 79 programmed as VM extensions.

Thanks,
I went back and checked line one and two and both were attached to alarm systems that answered the second call on the second ring with the system disconnected from the line.

As it turned out I had two problems. ext 76 was answering lines 3 to 8 and the alarm system was answering 1 and 2.
Thanks for helping clear the problem.

I have a voice mail PC card in slot 2 set for 8 mailboxes. There is no other PC card on the system. There is NO internal modem, it resides on the Remote Access Backup and Restore card. So, it you do not have any cards other than Voice Mail installed in the ACS processor, Ext. 76 does not come into play. Even though if you look at Ext. 76 in Centralized Telephone Programming, and see lines assigned to it with Immediate Ring, it won't answer them unless you assign 76 to a hunt group and the lines to the corresponding call dist group. (Ask me how I know, brain fart, assigned 76 to Hunt Group 6 as normal, but assigned the lines to Call Dist Group 6 instead of 7. Bingo, every call answered after 3 rings by modem)
