Has anyone had this type of error yet on a Windows 7 machine? the application has failed to start because its side-by-side configuration is incorrect"
If anyone has, what did you do to resolve the issue?

Which phone manager have you described above, is this the IPO Phone Manager..

There is only 1 Phone Manager, and there is 1 "Manager".
What release Phone Manager are you installing?

The phone manager is was already installed. They upgraded the PC to Windows 7 and they are now have have that error. They are running 3.2. I heard Avaya is working on a solution with windows 7.

You can try to unistall the 3.2 Phone Manager. And reinstall the new version for R6. Not sure if it will work. If not, you will need to upgrade the IP Office to at least 4.2
