The primary address has a Legend. The secondary has a Magix. They have been networked and working fine where Primary loc allows secondary loc to use Point-to-Point T1 to save on certain long distance charges. Secondary loc allows primary loc to share Audix at secondary loc. Then the primary replaced its POTS lines with a VoIP T1-into an adtran-and into Legend as an ISDN PRI 5ESS protocol. The primary loc is doing fine with calling and receiving calls on new PRI circuit. The Point-to-Point T1 is doing fine on extension calls both ways. It's NOT working when secondary loc calls going out are routed across P-to-P T1 for those certain area codes. The person at secondary loc can see in display the call going out across P-to-P T1. The person hears 2 rings then a fast busy. The Qwest T1 person said the primary loc Legend tells the Adtran the call is coming. The adtran tells the Legend it's ready. Then, the Legend sends a disconnect message due to timer expiration.

It looks to me like the client took a perfectly good (NON-VOIP) service and moved to VOIP, requiring a new (and different) ADTRAN.
Thus, my theory is that if it was working before, and it's not working now, the problem is with the new EXTERNAL hardware, not the Legend/Magix.
Therefore, the provider needs to make it work with the Legend/Magix, not the other way around.
And, good luck working with Qwest.

The old service was POTS lines not a T1. My associate says we should try changing the T203 timer or T305 timer. What do you think?

I would probably "massage" T203 to start with and then perhaps T303 if that makes no difference.
Their Definition from the Manual:
T203 is "The maximum time for which the Layer 2 link can remain inactive." (Default 33 Seconds)
T303 is "The delay in central office response after the system has sent a SETUP message to initiate an outgoing call." (Default 4 seconds)

If the Timer is changed does it need the board reset or the system re-booted?

Sounds like you might not have the routing exactly correct. I would have to dig for it, as I haven't had to network two Legend/Magix systems, but there is a part in the Networking guide about enable access across two T-1s. By default, a call coming across the P2P span is restricted from using the PRI. Like I said, I need to dig this up, but it is somewhere under Lines/Trunks, TIE Lines & restrictions. I will dig out my reference guide in the morning and find it for you.

I think Z-Man is on to something.
The P2P lines all need REMOTE ACCESS permission set to "NON-RESTRICTED".
Try that and let us know.
