While it may be good public relations to fix your neighbor's phones, I don't believe that there is anything in the FCC regulations that require you to do so, assuming that you are operating within legal limits, and using good engineering practices, and generating a clean signal.

There is a provision (97.121) for restricted hours of operation in cases where unresolved interference exists to receivers operating in the domestic broadcast service, when receivers are of good engineering design, including adequate selectivity, and this fact is made known to the amateur radio operator.

In addition, the Communications Amendment act of 1982 (PL 97-259) gives the FCC exclusive jurisdiction for RFI matters.

The general rule is cooperation, but if your neighbor won't cooperate, you are of no obligation to do anything other than make sure that your station is in compliance.
