I just had another 206e start having static on one extension. Does anyone know what components that go bad and cause this problem?

Those cards are so old you are better off to replace or even better upgrade.

first plug your butt set directly into the port to rule out the wiring as the source. You might try installing a new power supply but that's just a guess. check refurbsupplies.com for a cheap source.
