Recently changed service providers for our phone system, when we changed providers we eliminated one phone line. When the 2 lines are busy now, the caller receives a busy signal. How do i program the system to send the third call to the main VMS box.

You can't. If the lines are busy, they are just that: Busy. There's no alternate path for a third call to reach your system.
No phone system can do this for you. It is not a limitation of the system. You might want to get a mailbox from your service provider to intercept the calls when both lines are busy. Sorry...

if you only have two lines and they are both busy you will need to add VM from the telco otherwise they will return the busy signal
