Sounds like a configuration error in the FVS programming. Call Netgear, their support is pretty good if you just purchased it.

Nope, that is not right, as long as you have VPN client software in the phone.
What I would do: Set up the VPN router, as shown in teh interop doc from Avaya. Set up the client on your pc. if you can get that working, work with Netgear to do so. Once you can connect remotely to the FVS338, then set the phone up, knowing the router is set up properly. I you still run into a road block, let us know.
But make sure you follow the document to teh letter. (Tech tip 184)

I did follow the tech tip. both phones will work one at time, or the 2 will both work at same time when on differt internet connections. To use 2 phones on same internet connect, do I need to use a FVG338 router at remote location?

Do you have the proper license for 4 remote phones.

Did you configure two different VPN tunnels (with different user/pw) in the router - one for each phone?

@hitechcomm - FYI, R6 no longer requires VPN licenses. However, it DOES require Avaya endpoint license. Mike

yes have Avaya 4 endpoint license. yes 4 user names and passwords. There are 4 phone at different location that all work, but if the put 2 phones at same location that is when I have problem. If 1 phones is work and another is pluged in to network the first phone will go dead.

Check with Netgear, it sounds like the tunnel is breaking for the 2nd phone....
