I have a Merlin Legend system at a motel with the 016 station cards. All of the single line phones intermitantly can't break dialtone. No matter what digit you press, it does not register. It works and you can dial about 7 times then you have to hang up and try 3 or 4 times before you can dial out again. Anyone seen this before?

Bad Touch Tone Receivers somewhere in the system.
Download the Maintenance manual from the Avaya support site, so you can determine which card in your setup provide TTR's, and how many, and you will also find the procedure to test them and determine which ones are bad. That way, you will know which card to replace.

I concur. It could be any of them. But the test Tommy mentions will steer you right to the bad actor.
