Looks like this NIU from Westell would do the trick. You could put it at the mux or next to the customers' equipment. https://www.westell.com/images/extranets/pdf/522-10i2_030.pdf Here in NJ, there was talk of putting NIUs on all new ds3 circuits but it never amounted to anything.
