The main outgoing PRI citrcuit is on the MICS SiteA. We have added an additional PRI card to tie in a Site B MICS. Extension dialing back and forth is fine. When I go to dial 9XXX-XXXX or any variation fron my SiteB it gets rejected from the SiteA. I have went through every setting I can think of. The trunk is GOOD I just cant make outbound. Site A is the route we use for all outbound calls.

If extension dialing is working flawlessly then whats up?

you could play with your remote access packages, cos passwords, and routing services, but I'm thinking you're out of luck. I never managed to get this happy, either, if memory serves. don't know if the mcdn key is still available, but that might be something to try, if you have a budget for it -- I never did spend the money on it. I've replaced 95% of my mics systems these past few years with newer technology (we had about 50 sites on mics at one time).

I got it to work at a sites that had MCDN keycodes.
You must set up routing properly at both sites.
I used a CDP at both sites. 2xxx Site A, 4XX site B
You have to make sure that no DN's at Site A start with 4, and none at Site B starting with 2. I had to go through quite an ordeal to clear this. Once done, when Site A dials and ext at site B, it's routed through with no issues. You will need 2 seperate routes, one for local trunks, and one for the PRI. Lets say 8 is for access to the trunks across the PRI at Site B from A. Then a route setup to use route with des 8,9 for one of their locals out. You'll have to play with absorb digits, I don't recall anything other than that being the trick.
