my workaround was that I have a bunch of other servers doing other things, so I put network emanager on a 2003 R2 server, published internal DNS to point to it and just use a web browser on the W7 box. For those with only one machine, this isn't much of an option. I also don't know how much the fact that my W7 is 64-bit came into play, but the web page is a lot snappier than emanager used to be on the local machine so I don't even care.
