I think of 2 answers for you. 1) Get a Call Pilot - that will do it for you.
2) Since you don't want a Call Pilot then do this. Line 1 rings to x 221 - after 3 rings goes to VM box 221 Line 2 rings to x 222 - after 4 rings goes to VM box 222 Line 3 rings to x 223 - after 6 rings goes to VM box 223
Problem solved - no "canned Sally" to say anything - that is only if you create a Answer Prompt for each voice mail box Of course change the number of rings for your needs before going to voice mail. AND if you need to see all 3 lines on the phones, just make them appear only except the one that rings on that phone And when the other phone rings they can hear it and push the line button to answer if they have to answer.
