Has to work but it could be your problems are related. What happens if you plug a standard single line phone into the x27 jack instead of the fax? Intercom 27 and it should ring. Now call line 5 and only that phone should ring again. If this doesn't work something is wrong, if it does the fax should pick up.

From the sound of your not being able to program buttons your fax programming may not be working either. If 98925327 is not helping I'm thinking your problem is because your PII is toast.
