I have 3 sx200 el's with pri's operating out of one co. The d channel appears to drop. The logs read - red alarm due to loss of sync, Alarm due to loss of power. It will continue to bounce for several seconds to several minutes. I have changed out pri cards, control cards etc. The co can not locate any issues. The voltage output of the cards were checked. Mitel has had difficulty duplicating the red alarm due to loss of power. There are no slips etc. The co can not locate the issue.

check the sync source. Form, uh.... 44. Make sure that the first sync source is receiving clock from telco.

Thanks for the reply. The sync source is for the pri clocked off of the Telco. Mitel checked the config of the pbx to insure setup is correct. I setup the layer23 trace and the debug and sent them to mitel. Mitel sees the D channel dropping.

Sounds like a telco problem. But don't expect the telco to admit it.
Do you see any yellow alarms? Yellow means far end dropped. Red alarm indicates that your end dropped, but if the telco drops the clock, then your end will try to freewheel, then drop after a few minutes of no clock source.
