I figured as long as I'm knee deep into this I would update the system.
It hasn't been updated in 8 years. There has been several new area codes and pricing along the way.
I went to NANPA and got all the area codes, so I can enter any that are missing.
Question is. How would I go about finding out how much the customer should be charged per minute? Is it a quessing game?

As I mentioned before I have done multitudes of these and I did updates for a company whose main business was call accounting systems (mostly XIOX). They flat rated area all area codes and you can pick your amount since the final charges will be also based on your mark-up.
Most places I have dealt with use say a 50 cent per minute charge with about a a 50% mark-up. These costs are calculated and then the surcharge is added on - I would suggest between $2.00 and $2.40 for a surcharge. If you want it higher you will have to go to RT location 036 and add some additional as the highest number any rate table location will accept it 2.40. If you put anything higher in it will start acting flaky.
It can get a little complicated with 1+ dialing, ten digit dialing, etc. so be careful
Remember RT 1 is interlata LD and RT 2is inTRA lata.
Copy all rate tables that have anything in them and save them to files incase you screw up and have to restore them.

Just another suggestion...
Like Dane said, Rate Table 2 is your local area code and the entries in that table represent exchanges, not area codes. If the system hasn't been updated in that long, it's very likely there are lots of exchanges that aren't priced and your customer could be giving away calls to these exchanges. One idea is to flood the table with a value (Dane suggested 50 cents) and then go back in and add your drop and flat rates as desired.
