Myself and a field tech have been trying to install a new PRI card in a SX200 Elx cabinet. The programing has been checked and rechecked. We have been able to sync with the T1 and the D channel comes up. We can receive inbound DID calls, but when we dial out we get a Fast busy. Both the card and the carrier are set to NI2/5ESS. we get the following messages out of the back of the PRI Serial connector.

When attempting to place any outbound call.

How is your Outgoing Call Characteristics set up? Also ARS Digit Modification?

in form 42 - try disableing Unknown numbering plan- Not sure if this option is in your software but its worth looking for
Or
Try changing the PRI card to a DMS100 _ not the carrier side. If you can make outbound local and maybe LD then you have a protocol/ protocol varient issue. If the local works you will probably not able to dial LD and Int calls. That will verify you have a protocol issues that you will need to iron out with the carrier

do you have "unknown" in the form *26 , this sometimes causes a problem

Try different numbers and different types of numbers (local, long, cell, international). If there's a difference, your ARS is the culprit.
Also verify D4/AMI or B8ZS/ESF on the T-1 itself.

A) Cannot Direct select digital trunks on the SX200.
B)Ars Digit mod is just straight Delete 1 (the 9), Outgoing Call Characteristics are straight voice and it does the same thing weather or not a CPN is defined. For more specifics I would need the tech to send me the IMAT DB
C)Will check Form 42, We've been suspecting that it is some sort of Protocol Issue but we have tried different scenarios us/them= ni2-5ess/dms100, dms100/dms100, dms100/ni2-5ess, NI2/NI2 with the same result.
D) in ARS the only "Unknown" seting is for Intnl-011.

A- Function- ATT Function - Trunks- dial 3 digit trunk 101 if its a single digit trunk I.E. 1 dial 001 then - ATT Access

This is going to sound stupid, but based on your response to direct trunk access, have you assigned the PRI trunks to a trunk group? Are you replacing an exhisting PRI or PRI card? Is the ARS aimed at the PRI trunk group or at the old, disconnected(?), trunk group.

As a quick test, go to form 22, and insert 0 0 0 into your outbound dial string. If that makes a difference (call goes out, you get a recording, etc.), you'll need to log into the PRI card (via IMAT), and re-configure your outbound calling characterisics.
