606 is enabled in the COS.
Right now, the following are enabled in the COS (some are not needed): 101, 102, 104 - 109, 111, 115-119, 122, 123, 125, 150 202, 203, 205, 211-213, 218, 225, 232, 240, 245, 246, 248-251, 253-259, 262, 263, 267, 273, 279, 281 312-320, 322, 404, 406, 502, 503, 505-509 606, 610, 618, 620, 624, 650-652, 702, 800, 803, 805, 809, 813, 905

I would try disabling 203, 205, and 257 and try that. You definitely don't want Brokers' Call!

Follow up: Chalk this up to, "Well, DUH!"
I was testing the SubATT by dialing its extension number from the console. In that case, it could not transfer. But in any other case, such as answering an LDN, it transfers fine.
The problem was resolved on one of my first attempts, but I have no idea which one b/c I was testing incorrectly. ARGH.
